I haven't determined what the Brits call this, but over here this is a zoning boundary. The first link is a map with a "formålsgrense" in the legend. Second link includes a discussion of an application for a variance from such a boundary.

One of your links reads "Det er reguleringsplan for Del av Høllen som er gjeldende for tiltaket. Arealplankart avgrenser planens formålsgrenser og garasjens plassering er i strid med grense for veiformål i planen.
