This type of degree is translated as a Technical Engineering according to eduspain.com (see link below, 4th paragraph at the end.)

I don't think there is an exact equivalent in the anglosaxon system but have found this other example in the second link.

agree philgoddard : You could just say "surveyor" and leave out "technician", which to me implies someone who fixes things. Técnico means "specialist".

Topography Technician (Engineer) for Civil Construction

This is how I'd translate it as a straight translation, engineer may be unnecessary and wordy with technician already in there, but you can find Topography Technician in a search easily.
