Small areas of cities in which parking is temporarily banned
This term recurs frequently in a document specifying various areas of public land in a city that are to be temporarily occupied by a film crew shooting scenes for a movie.
Examples:
Via XXX lato dx SUM in area carico scarico
SUM E AREA DI SOSTA TARIFFATA
Via XXX tutta il tratto lato sinistro SUM da via XXX a via XXX (Macchine da presa)
Could be something to do with "suolo" "sosta" "superficie" or something else....any ideas, folks?

Having discarded SUM as Struttura Urbana Minima, as this appears to refer to earthquake-related regulations only (e.g. http://tinyurl.com/m5nrwkl - see definition on p. 15), I looked into the relevant pages for three Italian cities where a film commission or the like is active (Venice, Rome and Milan, links provided below), but could find no reference to the acronym you are looking for.
I wonder if this acronym might be specific to the city mentioned in your document.

One more thing, in some instances - e.g. in the case of your beloved Florence (link below) and other Italian cities, 'occupazione suolo pubblico' applications have to be made through the SUAP (Sportello Unico Aree Produttive).
