There is an entry in my dictionary that seems to fit in somehow with Vladimir’s explanation:

pod (celní) uzávěrou = (held) in bond

This would be more of an abstract concept, but then I cannot see how one could forge/counterfeit it.

That's still a seal, though. I'm not so sure it's a "very specific legal term". The term stretches back to at least 1950, but I can't find a proper definition in legislation even in the current Danovy poriadok or Trestny zakon. I don't think your reference refers to a document as such. It means the "physical finger-pointing identification" - the premises/goods/production equipment have been cordoned/sealed off. I stand to be corrected though :-)

Konkrétne ide o § 352 TZ. Formuláciu mám z polooficiálneho prekladu TZ, takže predávam ako som kúpil, ale ten preklad je dosť dobrý.

Ad úradná uzávera. Jedná sa o zvláštny spôsob zaistenia tovaru, a to hlavne
v súvislosti so spotrebnými daňami. Úradná uzávera je určité zákonné opatrenie a vyjadruje určitý faktický stav (napr. potvrdzuje totožnosť tovaru alebo zaisťuje výrobné zariadenie, aby množstvo vyrobeného produktu bolo možné odmerať) alebo právny stav (napr. že tovar je pod colnou kontrolou).

Čiže to možno bude aj listina, nielen plomba.

Díky moc, Vladimíre. Já si taky tipoval nějakou plombu... ale s tím, co jste našel, se to ale trochu zamotává...
