Nel testo il termine ricorre solo due volte e sempre nel suddetto modo. Sembra probabile che indichi il gruppo pazienti che ha completato lo studio clinico. Come si può notare, il termine è sempre seguito dal numero di pazienti in questione. Mi chiedo però, soprattutto, se esista una definizione "standard" per questo termine nel campo della ricerca medica oppure se si può utilizzare normalmente una parafrasi del tipo: "gruppo (di pazienti) che ha(nno) completato lo studio" o simili.

popolazione per protocollo
Dovrebbe essere la popolazione per protocollo, ovvero quella che ha completato lo studio e ricevuto il trattamento come da protocollo.
Si differenzia dalla popolazione ITT (detta anche popolazione randomizzata).

Non capisco, tu stessa nella discussione citi "full analysis set" e "safety analysis set" confutando l'elenco che ho riportato io, solo che anziché "analysis set" c'è "analysis population".
