It's a translocation here because the full explanation is:
"או שחלק של הגן עובר ניקוע, דהיינו, גן מכרומוזום אחד, מתחבר לפרומוטר של גן אחר, הנמצא על כרומוזום אחר. הפרומוטר החדש עלול להיות חזק יותר, ואז הוא גורם ביטוי מופרז של הגן המחובר"

You can translate פרומוטר חזק as "strong promoter".
