It appears not, as you've not appreciated the construction and errors in the source text.

Where does the source text state that the standards are also those of Ramboll, i.e., "estos estándares o los de Rambold, [sic]" as suggested by your favoured answer??? It doesn't.

The source sentence is incomplete, it lacks a verb and a closing to the clause!!

"Should a fundamental conflict between these standards exist [1st clause, would expect it to be concluded with "then...." as "should" is acting like "if"], or Ramboll consider international best practice addresses the issue to a greater level of detail than the local codes [alternative to 1st clause, which still need finishing]. here one would expect to see the sentence continued ".... then ....."

"should" does not go with "Ramboll" (as others have interpreted thus far), Ramboll is the subject of the verb "consider".

The sentence can be broken like this:

"If option A exists [a fundamental conflict between these standards exist], or option B [Ramboll consider international best practice addresses the issue to a greater level of detail than the local codes], then...." but the sentence is missing what happens if either of these two conditions is met.
