in other words (paraphrase):
since it was done in eternity, God already had His testimony concerning His Son in His mind for us to heed : “This is My beloved Son. Hear Him!” (Mark 9:7).
здесь речь идет о вечности, не было время, потому что Бог вечность, У Бога был план такой чтоб мы услышали Его Откровения (Бог открыл нам истину в котором был в Его вечном замысле)
7 И явилось облако, осеняющее их, и из облака исшел глас, глаголющий: Сей есть Сын Мой возлюбленный; Его слушайте. 8 И, внезапно посмотрев вокруг, никого более с собою не видели, кроме одного Иисуса.

God's decisions are made in the eternal state, so there is never a time when His decisions are not made.
Things that happen in this physical universe, which is just temporary, do not effect God's decisions made in eternity.
That decision was made in the Eternal Counsel, which means that there was never a time when that was not - not done. God prepared a package of blessings in eternity [past] for certain people who met certain conditions: for those who fear Him, for those who take refuge in Him. But since it was done in eternity, there was never a time when that was not done.

So in eternity:

God already had in His mind the universe,
God already had in His mind the creation,
God already had in His mind each of us as individuals, and
God already was preparing a package of goodies (blessings) for the ones who met certain conditions.

к которому можно было отнести свидетельство Бога ... (т.е. данная проповедь была лучшим временем для свидетельства ...)

По-моему, этим автор хочет сказать, что Христос в этой проповеди (в этих словах) как никогда говорил как бы устами самого Бога, этими своими словами и истинами соответствуя в наибольшей степени своему статусу Сына Бога, здесь он поднялся до самой ипостаси в Троице - Бога Сына. По Даниилу Андрееву, Христос не во всех случаях говорил как Бог, в некоторых случаях он говорил и вел себя просто как человек. И С этим можно вполне согласиться, ведь он Сын Человеческий.
