agree B D Finch : Two storeys in height. I think Nikki's interpretation is wrong. The detailed meaning of the word "gabarit" is really redundant and best replaced by "height" in translation, as the more natural way to put it in English.

The typical translation for this term is size or frame. In the context of this sentence however, I would recommend sized.

There's an example of this terminology being used on page 9 of this City of Montreal document.

It may not indicate total size, but it does limit height to approximately 30 feet or 10 meters, which will effectively limit the total volume of the building.

Gabarit as it is used in Civil Engineering is a template or outline of a building. In this context, insertion of a construction of template or building in two floors with the same area of parking is (Piazza Romana (actually a vacant land).

Often referred to as "portique" in French too, even "limitateur". "Gabarait" used to describe size but also things which limit access according to size.

neutral B D Finch : There is nothing in the ST to indicate that this is a height restrictor bar. On the contrary, this seems to be a vacant site, currently used as a car park, where a two-storey building is to be constructed.
