Discussion
Lower ground floor can either be a storey below the ground floor, or the lower ground floor of a hillside building (which would be the ground floor at the lower side of the street).

Нижний (цокольный) этаж (с нижней стороны улицы)
If it is a hillside building, of course, the same floor has different levels from each side
