Even apart from the spelling mistake, it's a phrase that makes no real sense in German. Still, I suppose what is meant here is something like "breach and severability clause". The author of the line, possibly not a native German speaker may have had it machine-translated from his own native language and then forgot to put the text of the clause underneath.
