Compare in FR: obligation de moyens > reasonable-endeavours vs. de résultat > best endeavours obligation.

If, in DE, a data protection office/Datenschutzbeautragter is being called upon to act, then the Pflicht would likely be a low-level and *non-strict* one.

adjustment obligation

Might do it if, as Joanna says, we don't know exactly what is being worked towards (but I'm guessing that the organisation has to adjust particular practices in order to comply with certain standards, i.e. has to work towards compliance with those standards).

Or perhaps "pathfinding responsibilty/obligation" along the lines below. Although in a different context, this author also talks about an obligation to support (continuing effort) or promote certain goals that have yet to be achieved.

"Becoming an educator means assuming a responsibility to keep abreast of developments in the field. This will require a continuing effort on your part. Just as important, it means assuming a pathfinding responsibility--the burden of seeking the truth in a field riddled with controversy and distortion."
