I think this is referring to some kind of recording apparatus or devices, but I don't think it's "recording" in the sense of audio-visual equipment.

The following bullet point talks about controlling temperature and humidity for the products, but I'm not sure that "aparatos de registro" necessarily refers to this as it appears before this.

Could it be some kind of meter or sensor, or would it be best to translate it literally?

Para referencia- solamente Engineering input is implied specifically in the clause in ISO 14001 requiring
monitoring and measurement of the key characteristics of operations that can have
a significant impact on the environment. This requires design of sound measurement
procedures and the use of measuring instruments that are properly calibrated. As it
is usually necessary to record measurements for future reference, the recording process must be considered as well as the measurement process. The first problem often encountered is that the output of many measuring instruments is not in a form that can be directly input into a data-recording instrument, and signal conversion is therefore needed.

agree Thomas Walker : As JoLuGo said in Discussion, there are 2 things going on here: measurement & recording the data. Loggers combine the two functions in one device. There still are devices that only measure, & data are written down by someone, but here, logger is right.

metering/ measuring devices

Depends on what's being metered or measured, to some extent; it's obviously referring to some kind of gauging apparatus.
Also, ' flowchart' is more common than organigram in English !

Could be although I send to think of a "tape recorder" or similar for "recording device" but I suppose it's not limited to that kind of meaning.

As a metrologist, I have authored standard operating procedures that are nearly identical to your reference document. Since it provides a general overview of organizaton and responsibilities within Quality Assurance, the term “aparatos de registro” does not appear to refer to any single specific device type, but rather, the collective inventory of instruments registered within the calibration control system to be serviced and maintained in accordance with govermental regulation.

Otherwise, "aparatos de registro" it is far too generic of a term to define in any specific way. This could conceivably refer to any number of device types that report, measure, log, record, scan, indicate, etc… And if so, does this mean that all other process-critical instruments used do not have to be maintained and calibrated?

While I am reasonably certain of my interpretation, you may still want to seek further clarification from the client for your own peace of mind.
