a landscape inflicted on (the public/the community)

Another suggestion. The idea being that something "subi" is something which you have to (not can) endure, to use the term you yourself suggest.
I have a feeling that a UK English speaker might want to find some alliteration or rhyme (like pay and display, click and collect in other contexts) "a landscape which is chosen not....." but my imagination hasn't been able to stretch to that!
