I agree the sentence needs careful structuring. However, your example reads as though the people (the "one and all") are being expected to be/do something, rather than it being about the people's expectations.

Pondering and pondering and somehow not really convinced. It would interest me to know, Janejira, how you are structuring your English sentence.
The Hamburg Elbphilharmonie is an (a prime) example of how a concert hall can conjure up visions of building the Tower of Babel, tearing an entire city asunder, while harboring high expections of one and all.
That a concert hall can conjure up visions of........

To fit into that sentence, you need a short, not too ponderous phrase.
