reconociendo ESPECIAL Y AMPLIAMENTE los derechos a la vivienda

Estoy traduciendo un texto en Argentina al idioma ingles y aparece la expresion "especial y ampliamente". Tengo la idea de que en ingles ambos terminos son antonimos, y se me presentan dudas al traducir al ingles de modo que se comprenda la idea. Se podria decir algo como "IN PARTICULAR BUT WIDELY"? Gracias

In the context of human rights, "full and unqualified" or "full, unqualified" (without the conjunction) might be an option, as may be as well the phrase "the right to adequate housing" with "adequate" being the key word (as suggested by Taña in her notes/references).
