Dutch to English Social Sciences Economics economic policy
"De gemeente zal een proef nemen met een 'regelluwe' zone, voor een winkelgebied waar veel panden leegstaan."

I'm translating a text in which there is reference to a 'regelluwe zone'. Something similar can be found here: http://www.parool.nl/binnenland/experiment-met-regelluw-wink... Is there anything similar in Anglo countries yet? I'm sure there is, but need to figure out a term to start my terminological search. Assistance would be most appreciated.

The article writes about a shopping area or shopping street, due to recession and internet shopping many stores/shops are empty. The community is restricted by the zoning plan. The "regelluwe zone" makes it possible to "un-restrict" zones, so shops can now be turn in to apartments or have other zoning plans.
