Liliane, allow me to explain it,
1- Lieu means a place or stead, however, place here would never refer to a physical place,
2- in lieu stands by it self as "alternative" and you would find so many examples which include "in lieu" without "of", i.e. Notice in lieu, ....
3- in lieu of; "of" here is added as a conjunction, like "instead of", I can say;
instead of so and so, ............. but we can say also;
instead, we did so and so,


is it convincing .. :)
