I think your guess is right. The word "traspolar" does not really exist in Spanish. If you search for it in the Diccionario de la Real Academia Española, it is not there. I think it is a distortion of the word "extrapolación", which means, according to the RAE, "Aplicar a un ámbito determinado conclusiones obtenidas en otro".
In this link you can read a discussion on the word "traspolar" and the conslusion I just gave you. I hope it helps.

The adjective might not exist in Spanish, so the unusual form of adjective from extrapolate is obviously a prize contender.

NB the answer should be judged on its (de)merits and not on subjective confidence level.
Example sentence:

agree Thomas Walker : Agree with Neil - "extrapolatable" may appear in some dictionaries, but in a lifetime of activity in engineering, science & math, I can't recall ever having encountered it.

Thank you kindly, Sir. Math vs. maths suggests to me a worthy US/Can pedigree, whilst the adjective is - as mentioned - as unconventional as the Spanish form. PS I wouldn't rely on dictionaries often produced by 'Ivory Tower' academics.

To avoid the clunkiness of the '-table' option. Hence: "el impacto ambiental ... lamentablemente traspolable a todo el territorio de la cuenca." => "the environmental impact ... unfortunately affecting/which unfortunately affects the entire basin area..."
