It is just conceivable (and we've had a similar question before) that 'cd' (not l/c) might be the initials of (say) the typist of this document: it is not uncommon in business EN to find things like AB/cd where AB are the initials of the CEO Ms A. B., and cd are the initials of Mr C. D., who typed the letter.
