Según la definición que agregas se refiere a individuos jubilados que cobran una pensión pero que por seguir trabajando reciben, además, su salario extra. En muchos países es común y no se considera un delito, es simplemente la necesidad de obtener un ingreso adicional(legalmente). De hecho es un doble asalariado.
