I am translating a resolution from the Official Gazette from Panama regarding an airfield. Among the terms is the phrase "utilización disconforme" regarding property or fields that do not comply with the resolution being put into place with respect to air clearance in the surrounding areas.

lawfully in existence at the time the regulation is prescribed in the chapter or an
amendment thereto becomes effective and does not then meet the requirements of said regulation.

Yes, it sounds better but according to Mr Google, the right term seems to be 'non-conforming use'. Cheers, Allegro :) // By Mr Google, I meant the Internet, which I find extremely useful.
