@nina In Colombia there are several branches for the end of the Secondary School, among those are:technical, industrial, agricultural, pedagogical, commercial, social promotion. The one that is the concern of your query is: Secondary education technical level or High school technical level. for support :
Secondary and fourth education is divided in basic secondary (grades 6 to 9) and mid secondary (grades 10 and 11). The mid-secondary education (usually beginning at the age of 15 or 16) offers many different "tracks", which all lead to their own "Bachiller" after a curriculum of two years. Out of the usual academic curriculum (Bachillerato Académicoi), the students can follow one of the following technical tracks(Bachillerato en Tecnología o Applicado): Industrial track (Bachillerato Industrial), Commercial track (Bachillerato Commercial), Pedagogical Track (Bachillerato Pedagogico), Agricultural Track (Bachillerato Agropecuario), social promotion track (bachillerato de Promocionio Social).[3].

Bachiller is what they call to every student that finishes high school, wether they followed the normal run to qualify for a place at university or others went the technical high school version. All students that finish normal high school or technical high school are issued a diploma of completion. The technical high school provides students with practical competences to start technical work in electricity or mechanics. In many cases they cannot enter university as they lack some subjects that are necessary in order to apply for a place at university.
"Nivel de educación media técnica" means it is at level of high school diploma.

NOT "degree" A degree is a university qualification. This sounds more like a mid-level vocational qualification. And in real terms, you can remove "técnica" from the equation. In my experience, it rarely (if ever) means much in Spanish titles.
