not convinced it must be some kind of "letters" to the title of Notary.
Also lots Internet hits and always in brackets. Besides would have been Sigillo, Timbro and not Stampo

It's quite common, it goes to indicate that a document need not only be signed, but stamped also.

I couldn't tell you how to actually translate it, but maybe this can help.
