How to tell the difference between "easy" and "pro" questions:

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.

the last sentence kind of expands on the one you are stuck on: the text seems to be saying that many young people would rather attend university/higher education, without ever getting a degree (Beaucoup suivre ... sans pour autant réussir...), than do a (implied, more useful) vocational training.

I think "ne pas voir" is correct and there's no typo whatsoever in it. This is quite commonly used in French. I agree to "fail" but do not agree to "do without". "ignore" could be an other possible translation. How I came up to choosing " overlook is through "Visualize before Verbalize" technique. I looked at the previous phrase over and over. One word " perçue" is a game-changer here. Compare "Percu and Voir" . Aren't they from a similar platform instead "percu" and "Avoir".
Now visualize this: A student who has two paths in front of her/him. One path leads to obtaining a degree (no money) whereas the other path leads to a job, to earning money right away. At that particular point during education, a student must choose which way to go.
So s/he "overlooks" and prefers to attend a vocational training in order to be able to begin generating revenues.
It doesn’t interest/attract youth as they prefer to overlook graduation vs. attending and successfully completing a job-related training course.
Discussion
Hence they turn towards vocational training to help them learn un métier even if they don't have high school diploma. It helps them to be part of the workforce and not be left behind and not have any hope in a career even if they haven't completed high school diploma.
