: A bit harsh, Tony. There may be some confusion as to the meaning of "charge", but "load when stationary" could in some circumstances mean stall load.

So now we know for sure it is a motor (and so not any kind of aviation 'stall'), and the odds are too that it is referring to the amount of load it takes to stall — or really, up to what level of load it will not stall.
I would understand this as meaning 'the degree of loading that will cause it to stall'
