This term is taken from a list of types of foundations. I get the impression from what I have read on the end that it some kind of recovery facility for people who have been ill.

'Afectados por enfermedades o discapacidades, benéfico-asistenciales y laborales,casa regionales,culturales, juveniles y deportivas.'

I don't think anyone will understand that.
I belong to one in my city. It's called the Deutsches Haus- I'm not German, but it's a good place to get cheap German food and beer, and they run social activities.

At least in the US, many of the organizations of the type described in the Wikipedia article on "casa regional" are called "lodges." Here is one example:

Wikipedia: Basque centers are associative organizations that appeared in the end of the 19th century in cities that have really an important presence of Basque emigration, with the purpose of helping each other and keeping links with Basque culture and homeland. Or regional centres (Andalusian Centre gets more general hits).
I wasn't originally going to post this, as it's almost the same as patinba's suggestion. Places like the Casa de Andalucia or el Centro Andaluz here in Valencia and other places are usually just referred to as the Andalusian Association or Centre.
Pax Robert, they are a bit like lodges, but where I come from lodges are mainly associated with Masonic activities, so it'd be lower down on my list of options.

regional cultural center

Spain is made up of 17 comunidades autónomas, which are often generically known as regiones. Historically, people from the poorer regions emigrated to big cities such as Madrid and Barcelona in search of work. There, these internal immigrants would band together and set up a casa regional, where they could meet, celebrate regional holidays, hold dinners, etc.

Hence, you might talk about the Andalusian regional cultural center in Madrid, etc.
Example sentence:

Last weekend we attended a concert of flamenco music and dance at the Andalusian cultural center in Madrid.
