@ Asker each of the words in your question can have several meanings, and the intended meaning of the whole of "au titre des constitutions excessives et dolosives de reserves par l'XXX" CAN NOT be guessed without enough context;

OTOH there is always the method called "Chinese metaphysics": just take from some encyclopedia the entry for "China" and then add the entry for "metaphysics" and you got a spanking new article about "Chinese metaphysics", no?

Somehow, I'm not convinced that's the best method.

Parsing the terms constituer: to set aside, build up, as in the case of reserves; if, however, "réserves" = "claims", then "making vexatious and exaggerated claims"
dolosif: usually means "deceitful"

=
constitutions de reserves qui sont excessives et dolosives

means what is says:

someone was piling up "reserves" [of what? context, context, context] in excessive quantities and with dishonest intent, and someone else [who was footing the bill?] wasn't happy about that.

for anything more precise and a usable translation: MORE CONTEXT!
