Colleges and Services are normally responsible for preparing invoices for goods and services supplied.
When raising a Sales Invoice, the following should be noted:
In any verbal or written communication with potential customers, prices must always be described as "plus VAT".
Invoices should be sent out as soon as possible following the supply of goods and services and no later than 10 days after the supply.
Additions and calculations should always be checked before invoices are dispatched to customers.
Invoices for less than £25 should be avoided unless there are no other means of collecting the debt.

Ao princípio também pensei que fosse realmente "emitir", mas depois do que encontrei acima, penso que seja mesmo "criar".
Sobre a expressão latina "ad hoc" não vejo mal nenhum em utilizá-la, embora entenda que se trate de uma factura que é específica, até mesmo "normalizada".

Não queria estar a aborrecer, pois também costumo estar desse lado, mas acredito que a intenção é ajudar os colegas e não os baralhar e, sempre que possível, apresentando sugestões adequadas.
A solução mais aproximada sempre esteve no seu texto ("When to raise a sales invoice | Colleges and Services are normally responsible for preparing invoices for goods and services supplied.").
Para "emitir", literalmente seria "to issue", apenas apresentei "criar" no sentido de "registar" ou "incluir em factura", conforme expliquei em discussão e nunca no sentido que os outros colegas lhe deram.
Para além disso, "criar uma factura" em português (PT) com esse mesmo significado é utilizado, mas, infelizmente, não conheço bem a terminologia em português (BR) nesta área e daí a minha sugestão.
Pelas pesquisas que fiz em dicionários de inglês como o Oxford, Longman, Collins e outros, "to raise" pode ter, sim o mesmo sentido de "to issue", mas também:

Entre "emitir" (issue), "criar" (raise), preencher ou declarar (write out), para se sentir mais segura e eu poder ter a minha consciência tranquila (não ter induzido uma colega em erro), pode optar por "preparar" ou mesmo "emitir" (se não for adequado "criar" em pt-br), mas, pelo menos, "preparar" está lá, explícito no seu texto.
A minha intenção era eliminar a resposta, mas achei que devia "redimir-me" e não "prejudicar" a Lilian.

Gostaria de retirar a minha resposta, para evitar mais desgastes. Por favor, alguém me diga como fazer isso. Obrigada.
Quanto a este caso, penso que a expressão "raise an invoice" refere-se mesmo ao ato/função de "criar uma fatura", e não tanto a "configurar uma fatura".
Creio que é possível encontrar diversas referências que sustentam estas sugestões. Por ex.:
