La frase aparece en el siguiente contexto:

Pensé en "manifestación o concentración con banderas??, pero no estoy segura.

@Virginia - I agree with Robert - yours is fine It refers to a 'rally' (manifestación a favor de algo, como 'las tropas') where those present carry (usually small) flags (o banderines, tal y como señala Adoración).

@Virginia I think that one of your own suggestions will suffice. Perhaps the reference to "flag" has to do with the fact that each class at the school has its own distinctive flag under with it gathers at such meetings, and the announcement of awards and recognition provide an opportunity to wave the flag of that student's class and cheer for the recipient.

Even if such is not the case, it would seem that one of your suggestions would work as a translation.

Un Flag Rally es una demostración de apoyo a una causa. Yo interpreto que, en este caso, se usó el término como una analogía. Como se trata de estudiantes que cumplen con ciertas expectativas (portan la bandera de la excelencia), me inclino por reuniones. Entre los sinónimos de rally se encuentran gathering, meeting, session, celebratory meeting. Mi nivel de confianza es medio porque me baso en mi interpretación, no en una definición formal de flag rally.

Esta sería una posible opción.

Yo usaría "banderines" en vez de "banderas".
