По-видимому, речь идет о периодическом сбросе электростатического заряда, формирующегося в процессе трения на скалере, чтобы разряд не причинил боль пациенту. Для этого инструмент периодически кратковременно (на 10 мс) заземляется - разряжается на землю. Это делается автоматически встроенной электроникой

NOTE: APC activation.
The device is equipped with an APC (automatic protection circuit), which is activated when any
upset occurs during operations. APC activation is indicated by the yellow LED on the front of
the device (Fig.5 - Ref.G). According to the reason of the upset, two kind of alarms are possible:
flashing or fixed light, as follows:
flashing check LED:
- Insert not properly fitted in/screwed onto handpiece;
- Insert worn out, broken or deformed;
- Handpiece electric contacts and/or cord connectors are wet.
Т.е. одна из причин - мокрые контакты и высокое напряжение генератора, подаваемое на пьезокристалл будет "шить" на землю кабеля
