Norwegian to English Social Sciences Other research on smoking

Here is the context: "når andre enn røykere designeres i samfunnet, vil reservoaret av potensielle snusbrukere bli mindre". I don't quite get what "designere" is supposed to mean in this context. Disapproved? Doesn't seem to make sense. This doesn't seem to be a proper Norwegian word either.

Christopher Schröder Oct 11, 2017: Presumably it is intended to mean that if society is designed around non-smokers, there will be fewer smokers and so a dwindling pool of potential snus users.
Per Bergvall Oct 10, 2017: Not just designere. This isn't Norwegian at all, We don't put potential chew tobacco users in reservoars, any more than we design them. I cannot envision any substitute verb for 'designere' that could give this statement a sense of direction, let alone meaning.
