@ Lindsay, When working with Portuguese, we unfortunately have to face documents with this kind of language regularly. The Brazilians think using this "fancy" vocabulary makes their text look better, instead of writing like we do in Enlgish, for people to understand what you're saying. A secular mistake that will hardly ever be fixed.

Well, it could be that,m you're right. My mind is always focused in the economic aspects instead of the political ones. Without more context about these "costs", there is no way to be sure.

@ Muriel I fully agree with the first part of your suggestion, but where does the "heavy political pressure" come from? I'm not making another suggestion, but these vetoes are pursuant to cumulative costs, not political pressure.

My thinking may be affected by the current situation in Washington, DC. As of today, lawmakers are poised to make a decision about tax reform under heavy political pressure. They have yet to see the analysis of the bill's impact being prepared by the "bureaucrats." If that information were in hand, they would be less bound to political pressure.
