I think the Spanish phrase is infelicitous in this context. I haven't heard "shock campaign" in reference to vaccination programs. "Shock campaign" is a provocative advertising campaign. In public health it is used to persuade people to stop smoking by shocking them with gruesome photos (e.g., pictures of ugly lungs covered with tar). Similarly, in driver training, pictures of gruesome car wrecks. A "sticker shock" program/campaign" uses stickers to shock people. Which is not the same as "sticker shock" . . .

\"Mass campaign\" is standard terminology in public health. Usually these campaigns are scheduled ahead of time, like once a year. In this case, the mass campaign was launched because of a national emergency basis.

Yes, that's why I added "emergency." You could say "emergency campaign," but "mass vaccination" is used whenever it's publicly organized.
