HTF might be the initials of a private individual whose anonymity is being protected (eg, a minor, or a rape victim).
As others have commented, without more context it is impossible to tell.

HTF

I believe the term may simply mean the name of a company being a party in a court case. As you will see from the link attached there was a court case between HTF Developers and Minister of Environmental Affairs and Tourism in South Africa a few years back. I'm not sure if this would be the same company, though.
