La siglas desconocidas son siempre un desafío, pero encontré referencias a un "power reverser" que parece ajustarse a tu contexto:

So when do I need to use the clutch? I am use to pushing clutch in every time I shift on the old tractor. Not sure if I need to clutch anytime I shift gears and ranges or as long as the PR lever is in neutral no clutch is needed?

En cuanto a la traducción, entiendo que se trata de un inversor, estimo que del efecto de la potencia aplicada por el motor. Supongo que podría ser "inversor de potencia".
Como verás este es un aporte muy impreciso, espero que algún colega te pueda dar ayuda más precisa.
