3) La entrega se realiza conforme a lo dispuesto en la normativa legal (= statutory), que establece que el documento se entregará en un día hábil al siguiente de la llegada al servicio de correos (estatal o privado).
En España hay un sistema muy parecido al “statutory overnight delivery”, es el conocido como “burofax”, un sistema casi infalible empleado sobre todo por abogados para notificaciones y apercibimientos de naturaleza judicial.

Como desconozco el país de destino de la traducción, he optado por una versión lo más neutra posible de la traducción evitando términos más o menos equivalentes como "burofax" (España), la "carta-documento" (Argentina), etc.

En mi humilde opinión la idea de la frase es más simple , es una entrega inmediata reglamentaria o conforme a la ley, en el texto ya te dice que dentro de los dos días hábiles el documento tendría que estar en manos del propietario, y registered or certified mail equivalen a = correo certificado, por eso descarto poner en un día hábil porque está implícito en el contexto. : "Inmediato" y "dentro de un día hábil" no es lo mismo. "Requerido por la ley" es erróneo, la ley no "requiere" nada. Entrega "lícita" es un disparate.
