I am not familiar with any meaning of "internación" that fits here.

Thank you Robert and Taña. You seem to have hit on the answer. The translation I am working on also includes laws from Peru, with similarly (actually more) onerous laws governing the publication of maps that don't agree with the officially claimed boundaries. The end client is a company that markets GPS navigation systems built into cars, so it seems that shipping a car into one of these countries with a car navigation system whose map does not coincide with the "official version" of the country, could bring heavy fines, confiscation, destruction of the offending goods, etc.

Use restricted to Chile I found multiple uses of this expression with a Google search, all of them from Chile. Unfortunately, many countries seem to have their local bureaucratic usages.

This appears to relate to a 1968 decree enacted to restrict the circulation of maps that hadn't been authorised by the government. Seems ridiculously authoritarian, but I suppose it's a sign of the times.

El Decreto con Fuerza de Ley No 5 de Relaciones Exteriores, publicado en el Diario Oficial el 21 de octubre de 1968, que Reglamenta la Internación de Mapas y Cartas Geográficas, señala:
“Artículo 1o.- Corresponderá a la Dirección de Fronteras y Límites del Estado autorizar la internación de mapas y cartas geográficas y de las obras que los contengan, referentes o relacionados con los límites internacionales y fronteras del territorio nacional. Asimismo, le corresponderá autorizar la edición y circulación de tales instrumentos, previa su revisión...

Marina Orellana's Glosario Internacional defines internar as "to clear goods through customs," noting that, [in Chile, presumably] internar "implies definitive importation, whereas importar only means to bring into a country without regard to final destination". (p. 520)

Having said that, I think here, "importation" would work fine here, since the implication is that the government would be authorizing goods to be brought into the country through lawful importation processes.

admission of maps / to officially review maps before authorising their use (in Chile)


In the English version of the Chilean DIFROL website (The National Department of State Borders and Boundaries), among other roles they “Authorize the admission of maps, geographic maps, and publications which contain representations of or references to the international boundaries of Chile, and reviews them for the purpose of authorizing their edition or circulation in Chile”. While I agree with Robert and Taña’s explanations, in this case more than physically importing goods the word seems to refer to granting official permission for a map to be used.
