Those who took part and know how to, and those who do not, stamp their finger

English to Lithuanian Law/Patents Law: Contract(s) MARRIAGE CERTIFICATE
THE RECORD HAS BEEN RATIFIED AND SIGNED BY THE UNDERSIGNED JOINTLY WITH “THOSE WHO TOOK PART AND KNOW HOW TO, AND THOSE WHO DO NOT, STAMP THEIR FINGER

I am struggling with this sentence taken from Marriage Certificate. I am not sure how to translate it from “THOSE WHO TOOK PART AND KNOW HOW TO, AND THOSE WHO DO NOT, STAMP THEIR FINGER“

Any help is appreciated.
