Typical treaty provisions regard enterprises as associated when one enterprise participates directly or indirectly in the management, control or capital of the other enterprise or where the same persons participate directly or indirectly in the management, control or capital of both enterprises. I would just translate it this way. Please see the link (Egyptian tax form), page 19, which is about this subject exactly. It seems from the link that the أشخاص مرتبطة could be a range of persons that the شخص اعتباري (artificial person or company) is doing business with.

Well, maybe it could be translated also as "affiliates." I wouldn't say "partners" because I believe that has other meanings and connotations.

However, if they had meant affiliates or associates, which would imply an ongoing relationship, they might have said شركاء ?

Or maybe you could say "associated persons."

Concerning the two terms for ممول and مكلف, I looked at your previous question and found the answer there to be very good ("taxable person" and "taxpayer.")
Note from asker:
I am leaning towards "affiliates" or "subsidiaries"; anyway, it seems the Egyptian tax code is a bit confusing, as there seems to be 2 terms for "taxpayer" per my previous question: i.e. الممول and المكلف... Since 2 different article headings cover each, it would be odd to refer to both as "taxpayer"...
