I see you're a new poster. Welcome to ProZ.
In one of your comments to a suggested answer, we are informed that this is on an "avis de recherche". That could be a "wanted notice" or a "missing person" document. Given your other question, about a "mandat d'amener", then the person is no doubt being sought with a view to at least being taken in for questionning.
I've pieced this info together from various posts and incidental additional information. It may not be correct, but it might help of you could confirm. It's a good idea to give this type of info so that the right type of terminology can be given in return.
Finally, when posting, if the same document throws up a coupl of question,s it's good to post all relevant information, even copy/paste it from one post to the next. It can be a bit faffy to look for all the various questions and piece stuff together.
I hope you get some helpful suggestions!
