Translation of source text: "Given the content and legally compliant nature of the evidence adduced in the proceedings, I deem further evidentiary measures to be precluded and declare this investigation to be concluded."
Prejudicial in this context means that further investigation is precluded because the existing evidence is a sufficient basis for a decision on whether or not to bring a charge/lay an indictment.

Discussion
In EN the primary meaning of prejudicial is forejudgment, bias, partiality, preconceived opinion. A leaning towards one side of a cause for some reason other than a conviction of its justice. Accordingly, evidence can be excluded in a trial where its probative value is outweighed by a danger of unfair prejudice.
