I think "neighbouring" sounds nicer than flanking, which has a rather military overtone, and the term appears in the published paper in the link, although the authors are Spanish.

: I think "adjacent splicing sites" or "flanking splice sites" would be better, as it avoids the awkwardness of two consecutive words ending in "-ing".
