Solidarisierungsfaktor

German to English Social Sciences International Org/Dev/Coop Social media manual for a large organization
This is a manual on how a big organization's smaller projects should monitor their social media. The following describes how one should

I assume they mean something like "this creates a sense of solidarity", but it doesn't make sense given what comes before. Oh... now I'm thinking they mean a "sense of solidarity" among the social media followers.? But I think they want to paint this Solidarisierungsfaktor as somewhat of a negative. Any ideas?

has the effect of consolidating opinion/disapproval/criticism

"That merely has the effect of consolidating / whipping up disapproval in the virtual world / online community."
Or indeed something with solidarity as you yourself suggest.
At least 'consolidating' keeps the element of '-solid-'.

...will catalyze solidarity...

...if you'd prefer to keep the "S" word...

In the barest sense: "will swing broad opinion in favor of the underdog."

Almost forgot to mention:
Indeed, the idea is to portray "solidarity" as an undesirable outcome.

This often prompts people to rally to the defense (of those being wronged)

This will often prompt people to rally to the defense (side) of../rally behind or rally around..

Another way of saying it will spark a backlash on social media

Sorry, I should clarify that people are often prompted to rally to the defense of people being wronged or 'perceived to be wronged'. A Soliderisierungseffekt and backlash may not always be a good thing.

'Übertragen gesprochen'
Speaking of figure of speech, it might help to use one of those here. A more idiomatic translation gives the reader a faster grasp of the concept than having it explained to them. See below:

Rallying cry:
As Goliath rises to his full size, figuratively speaking, the David-against-Goliath feeling is amplified, and turns into a rallying cry on the web.

Compare with this:
"Such antagonism acts as a rallying cry for Mrs. Kearney, yet italso serves to undercut sympathy for her character." https://www.sparknotes.com/lit/dubliners/quotes/page/5/

a sense of solidarity

As in, this creates a sense of solidarity in the virutal world. I agree with other answerers that it refers to people and unifying them around a cause or idea.

And precisely because we are talking about people I like the phrase sense of solidarity as opposed to element or factor :-).
