Tengo una duda con respecto al término que se muestra más adelante:
La organización financia sus operaciones con recursos provenientes de la casa matriz, de aportes de terceros, regalías, por tanto **sujeta** sus gastos totales **a** la disponibilidad de sus recursos financieros, a las condiciones del financiamiento debidamente contraído y a los límites legales presupuestarios, no pudiendo transferir gastos de inversión a funcionamiento.
Me parece que se puede describir como una condición?

En mi humilde opinión, aunque no se relaciona con mi consulta pero sí podría ayudar un poco, con "regalías" se refieren a "donaciones" y no a "regalías" en el sentido de:
Regalía entendida como royalty, es el pago de una "cantidad variable" ligada al volumen de producción o ventas que debe abonarse durante un tiempo al propietario de la patente que se esté explotando. En otros ámbitos de la propiedad intelectual se les llama: 'Derechos de autor'
Entonces me parece que "sujeta..." podría ser un sinonimo de "condiciona o determina"
