Instead of 'annual' it should be 'annular' connected with 'annulus' which means 'circular' or 'ring forming'. A protective barrier to seal or prevent rising water is described, and as is suggested in the reference:
"The application of a cement and water to various points inside or outside the casing or to prepare the pump cement into place in a well-bore. Cementing operations may be undertaken to seal the annulus after a casing string has been run, to seal a lost circulation zone to set a plug in or an existing well from which to push off with directional tools or to plug a well so that it may be abandoned."
