Ampliando un poco la traducción seria:
Cuando multilplicas (o divides), tanto el divisor como el dividendo, por el mismo factor el cociente se mantiene invariable o, dicho de otro modo, que en el caso de multiplicación (o division) el valor de la fracción no cambia.
Quiere decir que es lo mismo escribir 6/10 que 3/5 que 12/20
También puedes poner denominador en lugar de divisor y numerador en lugar de dividendo, que es como lo suelen llamar en el colegio.

... cuando multiplicamos (o dividimos), este puede ser representado por la fracción que posee los mismos números.
Otro ejemplo, si tienes 1 dividido entre 8 puedes representarlo como un octavo (fracción) pues el valor de un octavo es el mismo que el del cociente de la división.
