It doesn't add anything. It's like saying "The reader is informed that the sky is blue today".

the applicant is informed that

"The applicant is informed that the application file for a patent is available to the public after the application's publication, unless the applicant requests privacy in connection with the granting (or authorizing) of a patent."
Example sentence:
