Nah.
They mean there's nothing packed inside the muffler baffles that can blow out:
Expulse(accent) par la pression de l'echappement, comme des fibres de verre, ou de la laine d'acier.

Low noise mufflers with no internal baffel packing are requirements for all off road vehicles which come into contact with brush and trees. If hot steel wool or melted fiberglass gets blown out, it can start a fire. Hence the regulations and the complicated muffler design.

It could mean "to explode", in French, "exploser". Or "let the air out" - "faire passer l'air". I'm not sure either.

inner chambers make packing unnecessary
blow out = clear out/remove usually with high-powered air
packing is material that is installed within the muffler to lower noise level
Utility ATVs need a tough, durable exhaust—that’s why FMF made the PowerLine Constructed of 100% stainless steel to improve power and reduce unwanted weight. Computer-designed and dyno-tested. Uses low restriction, sound-canceling inner chambers to keep exhaust noise level down. This Inner chambers mean no fiberglass packing to replace or blow out
