Dunno, sorry. But on ships (based on my reading of fiction, not a lifetime of piloting oil tankers around the world, you understand) the crew often talk of engine room or helm or bridge or whatever, the function rather than job title. You seem to be translating transcripts from the crew, so that wouldn’t be out of place I wouldn’t have thought. Otherwise, you need to get on some kind of shipping/naval forum.

More likely to be steering gear than steering engine in a modern vessel I would think. Whether this refers to the person in charge of it or the room where they work, I wouldn’t know. In the context, plain “steering” might work well.
